Plan targets racial bias in foster care
COUNT OF BLACK CHILDREN PLACED IS NOT IN LINE WITH POPULATION

Too many children in Fayette County (Lexington) and all over Kentucky are taken from their parents and put in foster care because they are poor and black -- not because they are in jeopardy.
That's the consensus from a conference in Louisville yesterday that drew nearly 800 people to discuss the racial imbalance in Kentucky's child welfare system.
But Lexington will soon have a strategic plan to correct the disproportionate numbers, said Delanor Manson, a Cabinet for Health and Family Services official who opened the conference. The plan will also take aim at what state officials describe as the unequal treatment black families get from social workers, law enforcement, school officials, health professionals and others.
