The jails/prisons are for those who do not  accept the exclusionary rules of 
society.  I think we can agree that there  are different consequences for 
minorities than there are for the dominant  society.  Let's see where's my 
research? Let's check with the  department of juvenile justice and they will give 
statistics on  ethnicity.  Right now there numbers are looking pretty good for  
education.  They are providing more or I should say a better  individualized 
program of study for students than public  school.  
 Look at the black on black crime, why is  there so much drug trafficking in 
the black community?  From where do the  drugs come ? We'd like to think that 
these minorities are manufacturing all of  this stuff, but remember they don't 
have the mental capacity to do the math or  chemistry.  
That's my take on jails/prisons.
